Toward Efficient and Impactful Planning, Udayana University Holds 2026 Budget Workshop Online

Jimbaran, July 31, 2025 – Udayana University held a virtual workshop on the Preparation of the 2026 Performance-Based Budget and Program Planning via Zoom Meeting. This workshop is part of the university’s institutional strategy to enhance targeted planning in anticipation of a potential change in Udayana University’s status to a Legal Entity State University (Perguruan Tinggi Negeri Badan Hukum/PTN BH) in the coming year.

Workshop participants included university leadership, heads of institutions, deans, directors, study program coordinators, planning staff, and SILUNA system operators from all faculties and work units within Udayana University.

In his opening remarks, Vice Rector for Planning, Cooperation, and Information, Prof. Dr. dr. I Putu Gede Adiatmika, M.Kes., emphasized the importance of alignment across units in preparing an integrated and impactful budget.

“Through this workshop, we hope to build a shared understanding of how to prepare the 2026 budget effectively and efficiently. Once again, we must ensure that our activities are impactful, in line with the Ministry’s message and tagline: ‘Diktisaintek Berdampak’,” he stated.

He also noted that planning for 2026 will follow different guidelines, as it will refer to PTN BH governance structures and performance-based budgeting principles. Thus, the workshop also serves as a platform to align understanding of the SILUNA information system, which supports the budgeting process across all units.

Meanwhile, Udayana University Rector, Prof. Ir. I Ketut Sudarsana, S.T., Ph.D., in his directive, highlighted the current weaknesses in planning quality within some units and the low budget absorption rates. Based on initial evaluations, it was found that several units still struggle to develop valid, targeted, and impactful programs aligned with the institution's goals.

“If we don’t improve planning from the start, then we’re essentially planning for failure. If budget allocations go unused, they will be rationalized and reallocated to units that are ready and have strategic programs,” he warned.

The Rector also underscored the importance of leadership roles at faculties, institutions, and units in understanding the institution’s development direction. While technical planning might be handled by Vice Deans or Planning Sub-coordinators, strategic direction must be known and agreed upon by the unit leaders as decision-makers.

The workshop featured three main speakers: Prof. Dr. Ir. I Ketut Satriawan, M.T., Head of the Udayana University Strategic Plan (Renstra) 2025–2029 Development Team, Prof. Dr. Eng. Ir. Made Sucipta, S.T., M.T., IPM, Special Advisor to the Rector on Institutional Development, and The USDI Team, who provided a technical explanation of budget planning using the SILUNA application.
